An Expert Report on the Role of Women in Development within the scope of 11th Development Plan

This report has been prepared as an input by a number of experts from universities and public institutions, for the 11th Development Plan, for the period of 2019-2023, to realize the objectives of this plan. The basis of the preparation of this report is the notion that sustainable development can be achieved through the empowerment of women in the country regardless of citizenship.
During the preparation procedure, the experts discussed the issues under the topics of “Education, Environment and Health” and “Employment and Decision-Making Processes” considering Turkey’s overall development goals. Consequently, the experts have came up with suggestions for the resolution of prominent problem fields.
The policy suggestions for migrant and refugee women, as well as for women under temporary protection, are as follows:
• Vocational courses and online learning opportunities will be promoted for the decent employability of the women.
• The training and education opportunities in different fields should ensure the involvement of women.
• The quality of training opportunities for both general and vocational education should be improved.
